What happens
State the decision this map must support and the timeline for action.
Facilitator does
Write the specific decision this map must support at the top of the board before listing a single stakeholder. Then write the timeline: "This decision needs to be made by [date]." Both must be agreed before Step 2 begins. A map built without a specific decision in scope produces an org chart — comprehensive, but not actionable for the situation at hand.
Participants do
Challenge the decision definition if it's too broad — "align on the transformation" is not a specific enough decision to build an influence map against. Push for the one specific decision the team is trying to make in the next 30 days.
Output / signal of success
One specific decision and one timeline are written on the board. Every subsequent stakeholder is placed in relation to that decision, not to the project in general.
Watch for
Scope is defined too broadly and the map becomes an org chart.
Recovery tip
Stop the session. Ask: "What is the one decision we're trying to make in the next [N] days, and who needs to be aligned for us to make it?" Write that as the decision before listing any stakeholders.
What happens
Capture internal and customer-side roles, not just names.
Facilitator does
Start by role, not by name. Ask who has formal sign-off, who controls resources, who blocks implementation, and who is affected by the outcome. Names come after the role inventory is complete. Watch for informal influencers who shape decisions without holding titles.

Name the internal and customer-side roles that can influence, block, or accelerate the decision. Use roles, not names — stakeholder maps outlive personnel changes.
Output / signal of success
The key stakeholders, assumptions, notes, or opportunities are visible enough that the room can now compare and structure them.
Watch for
Map lists only the room's direct contacts rather than the full influence landscape.
Recovery tip
Ask: "Who outside this room has the power to block, delay, or significantly shape this decision — even if we've never spoken to them?" Add those names. The most dangerous stakeholders in a mapping session are the ones nobody thought to include because they're not in the team's immediate network.
What happens
Rate influence, support, and change impact for each stakeholder.
Facilitator does
Keep the scoring criteria visible and comparable. For each stakeholder, require the room to name the evidence behind the score — not "I think they support us" but "in the last all-hands they said X" or "they approved the budget for the previous phase." Challenge unsupported ratings before they harden into false certainty. A score with no evidence behind it is a guess about an assumption, not a map element.
Participants do
Rate each stakeholder's influence on the decision (who can actually move it) and their current stance (supportive, neutral, or resistant). Ground your rating in specific decisions they've made or conversations you've had.
Output / signal of success
The scores surface meaningful differences instead of flattening everything into the middle.
Watch for
Influence scores reflect organisational hierarchy rather than actual decision power.
Recovery tip
Stop scoring. Ask: "What specific evidence do you have for that stance rating?" If nobody can name evidence, mark the score as provisional and flag the stakeholder as "needs a direct conversation before we rely on this rating."
What happens
Agree first conversations, owners, and follow-up cadence.
Facilitator does
Turn quadrant position into a specific engagement plan: when, with what, and what you need from them. High-influence and currently opposed stakeholders need a named owner and a first-contact date before you leave the room.
Participants do
Agree on who will have the first conversation with each stakeholder, when, and what the conversation aims to achieve. If it's "build support," be specific: what information will shift their stance?
Output / signal of success
The session ends with named actions, owners, and a clear next checkpoint.
Watch for
Engagement actions remain at vague intent level without named owners or dates.
Recovery tip
For any action that says "we should talk to X" without naming who in the room will do it and when, require the owner and the date before the session closes. "We should talk to X" is not an action. "Alex will reach out to X by Friday with a specific question about the budget approval" is.
Prepare the room, the evidence, and the working surface so the session can stay focused on synthesis.
A specific decision the map must support, a timeline for when that decision needs to be made, and at least basic knowledge of the organisational context — who has formal authority and who the team has already engaged. A map built without any prior organisational knowledge produces a template, not an insight.

What this does not produce
Stakeholder mapping produces a picture of the influence landscape at a point in time. It does not produce stakeholder alignment — that requires the engagement actions the map identifies. A completed map with no follow-through engagement plan is accurate intelligence with no operational value.
Failure mode
Why it happens
Stakeholder mapping feels like a finished product because it produces a visible artifact. Teams file it and don't return to it. Stakeholder stances change — especially after key decisions, budget cycles, or leadership shifts — and a map that was accurate at the session date becomes misleading when used three months later.
Recover now
If this happens, at the end of the session, write a review date on the map — 4–6 weeks out — and name who is responsible for updating it. The map is a living document, not a snapshot.
Prevent next time
Next time, add "review and update" as a standing agenda item for the next cross-functional check-in so the map stays current without requiring a separate session.
Failure mode
Why it happens
Teams map stakeholders by job title and reporting line, which captures formal authority but misses informal influence. The person who is two levels below a decision-maker but is trusted for technical judgment, or the executive assistant who controls calendar access, or the team lead whose quiet objection can derail consensus — these don't appear on an org chart but they appear in failed projects.
Recover now
If this happens, ask: "Who in the organisation, regardless of title, has the informal authority to slow down or speed up this decision?" Add those names to the map with a note about the nature of their influence.
Prevent next time
Next time, build "informal influence" as a separate column in the scoring step, separate from formal authority. Ask for one informal influencer per major stakeholder cluster before Step 3 closes.
Failure mode
Why it happens
The mapping session produces a clear picture of who needs to be engaged but ends without committing to specific first moves. "We should reach out to the CFO" feels like progress — it captures the need — but without a named person, a specific message, and a date, it produces no action.
Recover now
If this happens, hold the room until every high-influence stakeholder has a named owner for first contact, a specific conversation goal, and a committed date. Remove any stakeholder from the "to engage" list if no one in the room has the relationship or authority to initiate contact — that's an escalation, not an engagement action.
Prevent next time
Next time, end every stakeholder mapping session with a "first week actions" column: what specific outreach happens in the next 7 days, who owns it, and what success looks like.
Change the shape of the session only after the fit and runbook are clear.
