0-15 min - Brief and outcomes: Define decision to unlock.
15-45 min - Problem framing: Group evidence into problem themes.
45-90 min - HMW generation: Draft and refine question set.
90-120 min - Prioritize prompts: Choose top 3-5 prompts and owners.
